You must find the least common multiple.

3, 6, 9, 12, 15, 18, 21
7, 14, 21, 28, 35, 42, 49
2/3
3x7 = 21
2x7 = 14
14/21
4/7
7x3 = 21
4x3 = 12
12/21
14/21 - 12/21 = 2/21
